If you already not a tax preparer, I have listed below what you have to do in order to become a Tax Preparer.
Step 1: Go to an authorized Tax School. It could cost anywhere from $125 to $600, depending on the school that you choose. If you would like to start doing taxes for yourself or work with a company, you much go to a school that offers employment in addition to finishing with their school. Keep in mind that they do not guarantee employment as a condition of passing their tax preparation class.
This is a Basic Tax class, that will prepare you to do individual and small business tax returns.The qualified education hours will consist of 45 hours for Federal Taxes and 15 hours for California Taxes. If you will be preparing taxes for tax year 2013, you must register as a new preparer between today's date and October 31st.The new registration for the 2011 tax year will begin November 1, 2012. Remember your 60-hour qualifying education course is only valid for 18 months from the completion date listed on your course completion certificate. If the 18 month time frame occurs before November 1st, you will be required to register as a new preparer.

Step 2: Once you have completed your qualified tax school requirements, you can get your Personal Tax Identification Number (PTIN). Beginning January 1, 2011, the IRS requires you to establish a PTIN in order to prepare a federal tax return. To acquire your PTIN now, go to www.irs.gov and click on tax professional. In order for you to get your PTIN, it will cost $63. If you are going to e-file more that 10 returns, the IRS requires you to get a Electronic Filing Identification Number (EFIN). In order to get the EFIN, you can follow the direction direct from the IRS site or by clicking on this Link IRS EFIN. By the way, they do a credit, background and criminal check.
Step 3: One you have paid your fee to the IRS for your PTIN, you can now go and get yourself bonded and insured as a Tax Preparer. Bonds can cost as low as $25. You can just Google, "California Tax Preparer Bonds" to find the best possible price for your bond. You only need to have a $5,000 Tax Preparer Bond in order to keeping doing your clients tax returns.
Step 4: Once you have received your Bond number, you can now register through CTEC. Go to the "Preparer Registration and Personal Account" page.
Continuing Education Requirements for RTRP by the IRS
15 hours per year (beginning in calendar year 2012)
- 2 hours of ethics
- 3 hours of federal tax law updates
- 10 hours of other federal tax law
As a condition of being a Tax Preparer within California, every year you must maintain your education (20 hours of qualified continuing education), register with the IRS along with paying any fees, pay any fees to CTEC (if doing taxes in California), and keep your insurance Bond current.
ALSO, starting by the end of 2013, all RTRP's will be required to take a Competency Test through the IRS. The cost of this test will be . In order to take this test, you must have a PTIN. IF you do not, you can register for one at the IRS. You can schedule the test from your online PTIN account.
